
The Edo shogunate ordered daimyo across the country to contribute labor and resources to Tenka Bushin, large-scale public works, advancing construction of Edo Castle's outer stone ramparts. Prominent daimyo including Katō Kiyomasa took charge of procuring stone and overseeing the work, transforming Edo into a grand castle town befitting the shogun's residence.
The large-scale expansion of Edo Castle proceeded with western daimyo assigned construction duties, and the Honmaru was developed.

Tokugawa Ieyasu, who had transferred the shogunate to Hidetada and become ōgosho, decided to make Sunpu the base for his retired government. The actual construction began the following year.
In the renovation of Edo Castle, Takatori was involved in designing the donjon and expanding the second and third enclosures. For this service, he received a 20,000-koku increase.

Kitashōshō (Kōdai-in), the principal wife of Toyotomi Hideyoshi, founded Kōdai-ji Temple in Higashiyama to honor Hideyoshi's memory. The project reportedly received assistance from Tokugawa Ieyasu. The exact date is unknown.
