Uesugi clan: senior retainer, lord of Yoita Castle

Naoe Kanetsugu was born as Higuchi Yoichirou of the Ueda clan in Echigo and, after inheriting the Naoe family upon Naoe Nobutsuna's death, became chief administrator to Uesugi Kagekatsu. He was highly valued as a close retainer during the distribution of rewards following the Otate no Ran and, after the unification of Echigo, served as magistrate overseeing land surveys, stipend allocation, and castle construction for the territories Kagekatsu acquired in Sado, Shōnai, and Aizu. In 1598, when the Uesugi relocated to Aizu with 1.2 million koku, he directed the construction of the castle town and Jinpozan Castle. In 1600, amid conflict with Tokugawa Ieyasu, he became involved in a dispute over the "Naoe Letter" and invaded Mogami territory while the Aizu campaign forces moved westward, but could not capture Hasedō Castle and withdrew upon learning of the Sekigahara defeat. After Sekigahara, when the Uesugi were reduced to 300,000 koku in Yonezawa, Kanetsugu advanced urban planning, water management, and industrial promotion to sustain the retainer corps until his death in 1619.
